can't find local update.txt for magic plugin

when I use the http://www.siegescg.com/magicthegathering/high/updatelist.txt to download the magic plugin.  I am left with the line

Error!!:can't find local update.txt

I'm also having this issue. I don't know if it might be related to another issue, where I can't save any preferences (name, colour, the tutorial reminder box).

I am still having this issue, but others seem to not, so can one of those that is getting it to work please explain your process, even it if seems obvious.
