Create a Plugin for Pay

We're looking to pay someone to create a Lackey plugin for a mobile ccg game we're trying to test.  We're unfamiliar with Lackey, but from what I can understand what we want is possible.  Our main issue is that we want each player to be able to have multiple decks.  Meaning during the game they can draw, shuffle, or discard from different decks they've previously set up in the editor.  We would also like a Hero mechanic (similar to Hearthstone) that is able to attack and use abilities.
