Sufficient heroes

I created a card game with some of the mechanics from wowtcg I liked and removed the ones I didn't. There is also a hero system here. I want to make 162 heroes and 27 master heroes. Compared to wowtcg that's not many, but from expereience many heroes there fall to their counterparts.

How can I make so 162 heroes is enough?
