Is there a feature in Lackey, that I will try describe below:
-kind of a pop-up window (screen)
-shows when you start Lackey
-tells you about features of the version od plugin
-could include a link to plugin site, rules and etc.

No, there isn't.
The plugin finder has links to the various plugins' websites, if they have one. And you can show a rulebook in game, if your plugin has one.
An actual pop up to do this sort of thing would be more annoying than useful.
