Title: steam-punk based gang warfare

I've been kicking around the idea of a steam-punk style game with mechanics that play out a gang vs. gang scenario. my idea of the basic gameplay so far consists of each player having a unique gangster, thats already on the table at the start of the game. this card generates a set amount of "energy" each turn, which is consummed to play gang members, spell/trap like cards, and equips. the current win condition is  to simply wipe out the opposing gang's leader through combat, but i've been wondering if a more interesting mechanic would work.

i was wondering if something like a quest mechanic, completeing "jobs" (eg. assassinations, robberies, hostage taking) through investing energy and gang members would be a more interesting win condition? or should i reserve it as a secondary part of the game and focus more on a combat system? any advice would be appreciated.

I would prefer the quest as secondary means to victory. But I'm just a noob :-)
